Etrade Brokerage - Its a brokerage account but can be used like a checking account. It comes with checks and a visa/debit card. They also have direct deposit available. After you open a brokerage account, wait a few months then apply for a Etrade Bank account and they may just approve you. Banking can also be done by mail.

Point West Credit Union - Eligible members may open a Checking account after completing a free inbalance financial education course. A monthly maintenance fee of $10.00 is accessed on this account. The account will automatically convert to a regular free checking account after 12-months without any non-sufficient funds transactions (NSFs) or overdrafts. This Checking includes a limited access ATM card with privileges restricted to $100 daily withdrawal and no deposit ability.
